 EASTERN CAPE PROVINCIAL GOVERNMENT
 INTRODUCTORY REMARKS BY IPSP STEERING COMMITTEE CHAIRMAN, PROF M MAKALIMA
 AT THE EVENT OF THE IPSP LAUNCH AT THE STATE HOUSE IN BISHO
 ON 24 JANUARY 2001

TRANSFORMATION

During the last few years, the Eastern Cape Provincial Administration under the leadership of Dr Mvuyo Tom has been undergoing a massive 
transformation programme. This transformation programme is not only to redress the imbalances of the past, to ensure equal opportunity to 
all, to address the backlogs in basic services, but also to improve the level of service provided through the Provincial Administration to 
meet the needs of the communities daily lives.

INTEGRATED IMPLEMENTATION PLAN

This transformation process reached an important milestone in 2001 when all the departments evaluated their situation and came up with what 
is called their "Integrated Implementation Plan" (IIP). These implementation plans have been co-ordinated into a provincial integrated 
implementation plan, which is the blueprint for the areas of improvement, particularly in service delivery, which we need to undertake.

In order to move from the strategic planning stage to the implementation stage, we split up the outputs of the Provincial Integrated 
Implementation Plan into two programmes, one concentrating on the HR management and development and Financial management, which the Swedish 
International Develop Co-operation Agency (SIDA) is supporting and the other concentrating on the service delivery improvement initiatives 
(this IPSP programme), which the British Department for International Development (DFID) is supporting.

IPSP

The IPSP is an initiative between the South African Government and the British Government, to provide support to certain provinces to 
assist in the implementation of the IIP. The IPSP is about "doing things", either over the whole of the province or in selected areas of 
the province in order that we can check out the methodologies that we are adopting, to evaluate the results we are getting, so that when we 
roll it out to the remainder of province, we shall have the opportunity of achieving an even better result. The IPSP is not about strategic 
thinking or planning. It is an action oriented programme.

EASTERN CAPE

The Eastern Cape was selected as one of the three provinces in which the IPSP was first introduced. The other provinces where the IPSP has 
started are the Northern Province and Kwa-Zulu Natal. More recently, Free State and Mpumalanga have been brought into the programme and 
there are discussions with other provinces to do likewise.

DFID

DFID was the first international donor agency to support this programme. Other donor agencies are now coming on board.

We are very thankful to the DFID for their support, and we welcome that support.

PROVINCIAL CO-ORDINATOR

One of the first initiatives of the IPSP was to select and appoint a provincial co-ordinator to act as the Resident Advisor to the Director 
General and to the Heads of Department to assist and help Provincial Government officials in the rolling out and carrying out of the IPSP 
initiatives. We were fortunate that one of our former colleagues, who was resident in the Eastern Cape decided to come back to the Eastern 
Cape and take up this appointment, and we welcome Tony Wadsworth as our Provincial Co-ordinator.

IPSP AIMS & OBJECTIVES

The IPSP consists of a number of initiatives about which you can read in more detail in the information pack. But all these initiatives are 
aimed at one thing  to improve the service delivery to the people of our province.

IPSP officially stands for the Integrated Provincial Support Programme. IPSP could equally stand for the "Implementation Programme to Serve 
the People" because thats what It really is. IPSP is initially a two-year programme, but DFID has indicated that they would support it 
over a longer period if the results of the first two years are promising, and if the province would like the programme support to extend 
further.

All the initiatives in the IPSP programme have been selected by the Provincial Administration. The IPSP programme is a provincial 
programme. It is the programme for implementation of initiatives to achieve our provincial growth and development strategy targets. The 
purpose of IPSP is to help the Provincial Administration to achieve their goal.

LEARNING NETWORK

The IPSP also has another very important role to play. Not only in this province, but in other provinces as well. The IPSP includes the 
setting up and the running of a learning network. All the lessons that are learnt by provincial administrations, by the co-ordinators, but 
the Directors General, in these provinces will be recorded, will be discussed and will ultimately form part of a learning network manual, 
which we hope will assist other provinces in similar situations in the future.

EXCELLENCE FOUNDATION

The Provincial Administration, the Premier, the D-G and the Heads of Department entered into an important agreement with the South African 
Excellence Foundation last year to adopt and, where appropriate, to apply the South African Excellence Foundations concept for Good 
Governance. This concept provides the umbrella within which the IPSP operates. The IPSP initiatives are just spokes of that umbrella, all 
of which are contributing to the improvement of service delivery to our communities.

IPSP INITIATIVE

The IPSP initiatives include some which are aimed at improving the performance of our Provincial Administration departments and the 
individuals in the departments, some are aimed at finding out from our communities what they think about the level of our performance, 
where they think we should improve, and what their expectations and priorities are.

Some initiatives are directly aimed at changing the way we do things, improving the delivery of services, making them more accessible, 
making them more reliable, making them more customer friendly, providing more information about the services and giving feedback on what we 
are doing, what we have achieved.

FUND VALUE

The DFID funding of the IPSP programme just over R6 million, and if the exchange rate continues to change, perhaps we might get a little 
more, but this is only in the first phase.

DFID are about to undertake a review of that first phase and we are confident that we will shortly be talking to DFID about new 
initiatives, about extending some of the parent initiatives and to embark on the second phase of IPSP.

We have a very exciting opportunity to see that our province achieves the hopes and the aspirations, not only of the Premier, the M.E.C.s, 
the Heads of Departments, the D-G, but of all the people in the Province  the people that we serve, and we thank the DFID and the 
appointed officials for all their efforts to achieve these aspirations.

Together we can change the lives of the people in the Eastern Cape  lets try. We really can do it!
